The Commonly-Cited Baseline

Texas doesn’t have one single statewide pool-barrier law for single-family homes. Requirements come from your local building code, typically based on the IRC/ISPSC model codes. The baseline most jurisdictions cite is a barrier at least 48 inches tall, no more than 4 inches of gap at the bottom or between pickets, and a self-closing, self-latching gate with the latch mounted out of a child’s reach.

There is a separate requirement for any horizontal rails to be 45″ apart. If they aren’t you’ll need to narrow the gap between pickets to be compliant. Many jurisdictions also require an inspection before the barrier is considered compliant.
