Fencing Upstream of Addicks Reservoir

The neighborhoods on this page share one very large neighbor. Addicks Reservoir is owned by the federal government and run by the U.S. Army Corps of Engineers, and its job is to hold back storm runoff so Buffalo Bayou doesn’t flood the city downstream. Work on it began in May 1946 and finished in December 1948, according to the Texas Water Development Board.

On August 30, 2017, after Hurricane Harvey, the pool hit a record 109.08 feet, just over the 108.9-foot emergency spillway crest. Water backed up into streets and homes on the reservoir’s upstream side for days. That history is the first thing we think about when we walk a fence line in 77084, because posts and rails that sat in floodwater rarely fail right away. They lean and rot a few years later.

Permits

Harris County Rules and the Floodplain

Bear Creek Village sits in unincorporated Harris County, so the county, not the City of Houston, handles permits there. The Harris County Engineering permit FAQ says a residential fence outside the special flood hazard area needs no permit. Inside that mapped area, the county counts a fence as development, and development needs a permit.

So the first question on many estimates here is simple: is the lot in the mapped floodplain? You can look up your lot on the Harris County Flood Education Mapping Tool. If a permit is needed, we’re happy to apply where the county allows it, and if we pay the fee it’s passed through to you. Some permits have to come from the homeowner; in that case we still prepare the paperwork and drawings. If your address turns out to be inside Houston city limits, city rules apply, and we’ll confirm which during the estimate. Our permits by jurisdiction guide compares the two.

Watersheds

Four Creeks That Run to the Reservoir

Langham Creek, Bear Creek, South Mayde Creek and Horsepen Creek all carry west Harris County runoff toward Addicks. During the April 2016 Tax Day flood, the Harris County Flood Control District recorded 13 to 17 inches of rain in 12 hours over the Addicks, Barker and upper Cypress watersheds, and runoff flooded homes near all four creeks.

The district has been clearing those channels since. A $5.9 million desilting contract paid for by the 2018 flood bond covered stretches of Langham, South Mayde and Horsepen creeks, including Langham Creek from Autumn Hills Lane to Highway 6, Community Impact reported. In 2026 the district began rehabilitating the Bear, Langham and South Mayde Creek channels inside the reservoir itself.

If your back fence runs beside a ditch or channel, confirm whether that strip is a Flood Control District easement before you replace anything. The district can order a fence on its easement removed at the owner’s cost. Our flood zone and easement guide shows what to look for on a plat or survey.

Neighborhoods

Neighborhoods We Cover Near Addicks Reservoir

Bear Creek Village

Bear Creek Village fills the block between Clay Road, Highway 6, Addicks Satsuma Road and the reservoir. Harris County Precinct 4 counts about 1,400 homes that flooded in Harvey, and the county is now in the second stage of a drainage overhaul that cuts new channels through reservoir land. The neighborhood association reviews fence repairs and stain colors, not just new fences. See our Bear Creek Village fence page for the details.

Deerfield Village

Deerfield Village is an older deed-restricted subdivision in 77084 whose community association dates to 1975. Homes in its sections were built from the mid-1970s into the early 1990s, and HAR puts the median lot near 9,600 square feet, which leaves room for long back runs and wide side gates. Owners pay a mandatory association fee that covers a clubhouse, common grounds and a neighborhood pool, so plan on submitting fence plans to the association before work starts. We replaced a back fence on a Deerfield Village street in 2026.

What We Build

What Homeowners Here Ask Us For

Most requests here are wood privacy replacements, repairs after storms and fences that have to pass an HOA review. A few things we do on every wood job:

Wood Privacy

Three rails, a 6-inch rot board, Simpson brackets and hot-dipped galvanized ring-shank nails. Posts go at least 24 inches deep in 80 lb of concrete, deeper for tall fences and gate posts.

Shared Back Lines

When a fence serves two yards, we can invoice each neighbor separately or break out the shared run’s cost on the quote.

Pool Barriers

Gates, heights and gaps follow the code for your address. Our pool fence page covers the basics.

Paying Over Time

Financing is available through Hearth. See financing and our pricing guide for per-foot ranges.

Tear-out and haul-away appear on the quote where they apply, and any scope change is confirmed with you before we do it. For older fences, our repair and replacement page explains how we decide between fixing and rebuilding.

FAQ

Bear Creek & Addicks Fencing Questions

My yard flooded in 2017. Do I need to replace the whole fence now?
Not always. Start with the posts: if they rock, lean or show soft wood at the ground line, those sections need new footings. Boards that are sound can sometimes stay. Our guide to why posts fail in Houston clay explains what we check.
Does Harris County have to approve a backyard fence?
Only if the lot is inside the special flood hazard area. Outside it, the county requires no fence permit. Your HOA’s approval is a separate step either way.
Will insurance pay for a fence damaged by a storm or flood?
It depends on the policy and on what caused the damage. Our storm damage and insurance guide walks through the questions to ask your carrier.
Where can I see the HOA rules for my section?
Ask your association office or management company for the deed restrictions and the review form. Our HOA fencing guide covers what committees usually ask to see.
