About This Area

Four ZIP Codes Along FM 1960 West

This area covers ZIP codes 77064, 77065, 77070 and 77090. Willowbrook is the name most people use for the stretch around Willowbrook Mall, where Tomball Parkway crosses FM 1960 north of the Sam Houston Tollway. Around it sit subdivisions of many ages, from Ponderosa Forest, built out by 1972, to Wortham Park, where the average build-out year is 1994.

Our crews work every street on this page. Call or book online any day from 7am to 7pm, and estimates are free.

Permits

County Rules, City Rules and HOA Approval

Many homes in these four ZIP codes sit outside Houston city limits, in unincorporated Harris County, and every neighborhood on this page pays into a MUD or utility district. A Houston mailing address does not settle it, so check your property on HCAD if you are not sure.

In unincorporated Harris County, the County Engineer’s permit FAQ says a residential fence outside the special flood hazard area needs no permit. Inside that area, the county counts a fence as development, and a permit is required. Inside Houston city limits, a standard fence 8 feet or under generally needs no building permit unless it uses masonry. Our permits by jurisdiction page has the details.

HOA approval is separate, and every subdivision on this page has an HOA or civic association. Approval from the county does not count as approval from your association, or the other way around. Where we are allowed to apply for a permit, we are happy to; sometimes the homeowner has to submit it. Either way we help prepare the paperwork and drawings.

Drainage

Two Watersheds Meet Here

The north side of this area drains to Cypress Creek, which the Harris County Flood Control District says collects water from 267 square miles. White Oak Bayou begins northwest of FM 1960, according to the district’s White Oak Bayou page, and Vogel Creek is one of its tributaries.

Before a new fence goes in near a ditch or channel, look up your lot on the Harris County Flood Education Mapping Tool or the FEMA flood map, and check your survey for a drainage easement. Our flood zone and easement guide explains why both checks matter.

Fence Reality

What Fences Here Need

The neighborhoods on this page were built out between 1972 and the mid-2000s. That means two common jobs. In the older neighborhoods, wood fences are worn out and posts have shifted in the clay. In the 1990s and 2000s sections, the builder-grade fences are reaching the age where boards split and gates sag.

We build wood fences on a 3-rail frame with a 6-inch rot board, Simpson brackets and hot-dipped galvanized ring-shank nails. Posts go at least 24 inches deep with 80 pounds of concrete, and deeper for taller fences and gate posts. In 2026 we built a 6-foot cedar privacy fence with two gates and repaired a fire-damaged fence for homeowners in 77064.

Neighborhoods

Neighborhoods We Serve

Prestonwood Forest (77070). A 1970s neighborhood with large lots, mature oaks and pines, and a pedestrian bridge on Cypresswood Drive to the Kickerillo-Mischer Preserve. Fence changes go through the Prestonwood Forest Maintenance Association.

Ponderosa Forest (77090). A wooded Kickerillo development on the FM 1960 East side, built out by 1972, with Cypress Creek on its north edge.

Steeplechase (77065). About 1,640 homes from the mid-1980s, with tennis courts, a pool and a community center. The Steeplechase Community Improvement Association covers six recorded sections and is managed by Chaparral Management Company, so send fence plans there before building. HAR puts the median lot near 7,000 square feet, which usually means a straight back run and two shared side fences.

Winchester Country (77064). Community Impact counts 1,587 homes with a median build year of 1985, plus a clubhouse, pool, tennis courts and playground. The neighborhood sits near West Road, Jones Road and Beltway 8 and is split between West Harris County MUD 9 and MUD 10. Any fence still original to a 1985 house is now about 40 years old and due for replacement.

Harvest Bend (77064). South of FM 1960 between Jones Road and Perry Road, with about 1,189 homes and a build-out year of 2004. The Section 1 HOA runs a pool and clubhouse on Golden Sunshine. Fences from the final building phase are now about 20 years old.

Tallowwood (77070). About 961 homes built out in 1982 and served by Mills Road MUD. Homes are on the smaller side, and HAR puts the median lot under 6,000 square feet, so a good gate and a tight privacy fence matter more than long runs.

Turtle Lake (77064). A 401-home neighborhood off Perry Road south of FM 1960, near Pridgeon Stadium, in the Emerald Forest Utility District. With lots around 6,000 square feet, most fences here are shared back and side runs.

Wortham Park and the Wortham neighborhoods (77065). Wortham Park has about 522 homes with an average build-out of 1994 and sits in Harris County MUD 222. Wortham Landing and Wortham Falls, next door, are newer, with median build years around 2001 to 2004. Fences here are at the first-replacement stage.

FAQ

Willowbrook & Steeplechase Fencing Questions

I have a Houston address. Do I need a City of Houston fence permit?
Not necessarily. Many homes in 77064, 77065, 77070 and 77090 have Houston mailing addresses but sit in unincorporated Harris County. Check your property on HCAD, then follow the county or city rule that applies. We confirm this for your address before we quote.
My neighbor and I want to replace the fence between us. How does billing work?
We can invoice each neighbor separately, or break out the shared run’s cost so you can split it however you agree. See who pays for a property line fence.
What does a new fence cost here?
Our pricing guide lists per-foot ranges, for example pine at $25 to $35 and cedar at $30 to $47 per foot. Tear-out and haul-away are shown on the quote where they apply.
Do you warranty the work?
Yes. Runs we fully build ourselves carry our 18-month limited workmanship warranty.
