Fence Installation in Champions Park
Champions Park’s volunteer-run ACC wants a stain swatch with every fence request, and we bring samples to the estimate so your packet goes in complete.
Champions Park
A Volunteer-Run HOA With Its Own Clubhouse
Champions Park runs its homeowners association itself, with no outside management company, according to the HOA’s welcome page. The volunteer board meets the first Thursday of each month at 7 PM in the neighborhood clubhouse at 13635 Champions Park Drive. That matters for a fence project: your application goes to neighbors on a committee, not to a management office, so a complete packet makes their job easier.
The clubhouse sits next to the community pool, and the neighborhood also has tennis courts. Utilities come through the Cy-Champ Public Utility District. The subdivision is recorded in Volume 290, Page 101 of the Harris County map records, and the association’s restated by-laws date its first annual meeting to 1982.
ACC Form
What the Champions Park ACC Asks For
Every exterior change, fences included, needs approval from the Architectural Control Committee before work starts. The ACC form can be filled out online or downloaded. For a fence, it asks for:
- A description of the change and who will do the work
- Where on the lot the fence goes
- The material, marked as fence, with its type and color
- A paint or stain chip or swatch for each color
- Planned start and completion dates
The swatch is the item most people miss. We bring stain samples to the estimate so you can pick one and attach it before you submit. The form says the committee will act as quickly as possible but gives no set review time, so we schedule installation only after the approval letter arrives. If work goes in without approval, the committee can ask you to put the property back the way it was.
Replacements
Replacing an Old Fence Still Needs a Look
In an August 2025 note to residents, the HOA called fences one of the most commonly overlooked projects. It pointed out that replacing a worn fence can feel like routine maintenance but may still need approval. It also noted that fence sections on corner lots and near intersections are easy to see from the street. A change in height, color or design can change how the whole block looks.
Our advice here is simple. If anything about the fence will change, even the stain color or the cap trim, send it to the ACC first. For a like-for-like repair of a few boards, ask the committee whether they want a form. Our repair and replacement page explains where repair stops making sense and a full rebuild is worth it.
Enforcement
How Champions Park Handles Violations
The association takes a softer line than many. Its violation FAQ says the HOA does not issue fines for deed restriction violations. Notices go out in writing, reports from neighbors stay confidential, and legal action is a last resort, with the homeowner responsible for legal fees and a possible lien. That is no reason to skip approval. Tearing out a finished fence costs far more than waiting for a letter.
The full deed restrictions are posted on the governing documents page. On the county side, Harris County requires no permit for a residential fence outside the special flood hazard area, per the county engineer’s FAQ. Check your lot on the FEMA flood map if it backs onto a ditch or detention area.
