About Memorial Northwest
An Older Klein Subdivision With Rules by Section
Memorial Northwest was first developed in 1970 and grew to about 2,088 single-family homes near Louetta Road and Champion Forest Drive. Community Impact lists 1997 as the build-out year, so homes on one street can be more than 25 years older than homes a few blocks away. The association itself describes big lots, mature trees and streets with no sidewalks.
Residents share a pool, tennis courts, a clubhouse and a community center. For fencing, though, the things that matter most are the age of the old fences, the trees growing next to them and the restrictions tied to your section number.
Deed Restrictions
Find Your Section Number First
There is no single rulebook for all of Memorial Northwest. Each recorded section has its own deed restrictions, and your section number is part of the legal description on your HCAD record and your title. The association also divides the neighborhood into Areas, but those only decide which director represents you. They don’t change your rules.
Under the restrictions, every exterior improvement needs approval from the Architectural Control Committee, and a new fence is no exception. The committee charter gives the ACC the authority to approve or deny each application. Its guidelines were last fully revised in 2012, and the association took a draft update to residents in March 2022.
Cedar Pickets
What the ACC Expects From a Fence
Memorial Northwest’s restrictions call for cedar pickets. In the 2022 draft, the committee proposed requiring No. 1 grade cedar, and residents pushed back because many fence quotes are written for No. 2. Ask the ACC which grade it requires today. We can quote either one, and we’ll write the grade on the estimate so the committee can see it.
Fences that face the main roads draw extra attention. Residents raised keeping the fence walls along Champion Forest Drive, Theiss Mail Route Road and Louetta Road uniform. If your lot backs onto one of those roads, include a clear drawing showing how your new section lines up with the ones next to it.
For the ACC packet, we provide a spec sheet: 3-rail cedar framing, a 6-inch rot board, Simpson brackets and ring-shank nails, plus the height and stain you choose. Our HOA fencing guide lists what else a committee usually wants.
Mature Trees
Replacing Old Fences Around Big Trees
The mature trees that make Memorial Northwest shady also make fence replacement slower. Roots lift old posts and push panels out of line, and a trunk may have grown right up against the fence since it was built.
When a new post would land on a large root, we may move it a few inches rather than cut the root, and we tell you before we change the layout. Most leaning posts here are as much a clay soil problem as a tree problem, which our leaning post guide explains. New posts go at least 24 inches deep with 80 pounds of concrete, deeper for taller fences and gate posts.
Memorial Northwest is in unincorporated Harris County. County rules require no permit for a residential fence unless the lot falls in the special flood hazard area, and we check the FEMA flood map for every address before we quote.
