Fence Installation in Jersey Village
Jersey Village writes its own fence code and requires a permit for fencing, and we submit that permit for you.
About Jersey Village
A Small City With Its Own Fence Code
Jersey Village grew out of Clark W. Henry’s F&M Dairy, where he kept Jersey cattle. Homebuilding started in 1954, and residents voted to incorporate in April 1956, which kept Houston from annexing the land. That vote is why fence work here goes through the City of Jersey Village rather than Houston or Harris County.
The practical result: the city requires a permit for fencing, it has its own list of allowed materials, and it sets limits that differ from the Houston streets a few blocks away. We work inside those rules from the first sketch.
City Code
What the Single-Family Fence Rules Say
Single-family lots are zoned District A. That district’s fence section, Sec. 14-101(j) of the city code, covers these points:
- No fence in the front yard past the building setback line.
- Maximum height of 8 feet for most fences.
- Chain link must be between 4 and 6 feet tall, 11-gauge galvanized up to 4 feet and 9-gauge above that.
- On a corner lot, wrought iron style fencing can run along the side street to within 2 feet of the public sidewalk.
- A fence can sit directly on the property line only with the agreement of the owners on both sides.
- No barbed wire, razor wire, electrified wire, broken glass or metal spikes.
- Listed materials are redwood, cedar, wrought iron, brick, chain link, or another approved material of equal quality.
The townhouse and patio-home districts have similar language. If you’d like vinyl, aluminum or composite, we confirm with the permit office that it counts as an approved material before you commit. Because electrified fencing is barred in the single-family district, we don’t quote electric fence for homes here.
Permits
How the Permit Gets Done
The city’s permit FAQ says it requires permits for all residential construction, and its floodplain page names fencing specifically. Applications and inspection requests run through the city’s online Vertex Plans portal. The city says first reviews are decided within 30 days and most come back in 3 to 5 days.
Here, we’re the ones who submit the permit, and a permitting fee covering our expenses with the city is passed through to you. The city also wants the contractor’s insurance certificate to name the City of Jersey Village as an additional insured, so we include ours with the application. You get a drawing showing the fence line, height, gates and materials before anything is filed.
Easements
Utility Easements Behind the Lot
If your back lot line carries a utility easement, read this first. Jersey Village’s code lets city crews remove a fence in a utility easement at any time to reach the lines, and a separate section says neither the city nor the utility has to pay to move or replace it. A fence can still go there, but plan the gate so crews can get in, and know the risk. We look at the survey with you and mark where the easement runs before setting posts.
Drainage
Flood History, the Golf Course Berm and Post Depth
The city counts four major floods along White Oak Bayou since 1998, and the April 2016 Tax Day storm alone flooded more than 230 structures, per its long-term flood recovery plan. Community Impact reported that water from the Jersey Meadow Golf Course used to spill into Rio Grande and Wall streets. The city finished an earth berm around the course in April 2022 so it can hold that water, and it has elevated homes with FEMA grants.
If your lot is in a Special Flood Hazard Area, the city requires a development review on top of the permit. For any lot, saturated clay is hard on posts. We set wood fence posts at least 24 inches deep with 80 lb of concrete and go deeper for taller fences and for gate and corner posts. Our guide on why posts fail in Houston clay explains the problem.
Pools
Pool Barriers Under the 2024 Code
Jersey Village adopted the 2024 International Swimming Pool and Spa Code in 2024, so a backyard fence that doubles as a pool barrier is checked against that code. The city’s FAQ says pool and spa permits expire after 90 days, so the fence work should be scheduled with the pool build. See our pool fence page for gate latches and gap limits.
