Next Door to the Barker Spillway

Fleetwood sits beside Highway 6 just north of the Barker Reservoir spillway, with its entrance on Addicks-Howell Road and Buffalo Bayou and Terry Hershey Park along its southern edge. Building began in 1973, a decade after Nottingham Forest and Wilchester, and there are about 540 homes across Fleetwood and Fleetwood West.

The neighborhood has sections on both sides of Memorial Drive, known as Fleetwood North and Fleetwood South, and the POA maintains the light fixtures along Memorial on both sides.

August 2017

Fleetwood South in the Reservoir Releases

On Monday, August 28, 2017, with Addicks opened and Barker releasing water, KSAT reported that nearly every home in Fleetwood South had water on the ground floor. Residents left by boat.

So a fence on a Fleetwood South lot goes into ground that has been through a long soak before. For new posts, our minimum is 24 inches deep with 80 pounds of concrete, and we go deeper on taller fences and on gate and corner posts, based on gate size and soil.

If an older fence on your lot rode out that water, check the bottoms of the boards for soft wood and push on each post. Rot at grade and loose posts usually mean replacement is closer than it looks. Flood zones vary across the neighborhood, so look up your lot on the FEMA maps before you plan. If it’s in a mapped floodplain, we check with Houston’s Floodplain Management Office before building.

Lot Layout

Alleys, Patio Homes and Shared Lines

Some Fleetwood homes are served by a shared rear alley. A fence on an alley lot often includes a gate onto the alley, and that gate post carries more load than a line post, so its footing is sized to the gate. Our gates page shows the options.

Fleetwood West is a separate section of patio homes with its own property owners association. With homes that close together, side fences are often shared. We can invoice each neighbor separately or break out the cost of the shared run on one quote.

Rules

POA Approval and City Permits

The Fleetwood Property Owners Association is managed by Crest Management, which posts the POA’s notices and lists a governing documents section for it. Fleetwood West has its own POA. Pull your section’s deed restrictions before you pick a style, and get written approval before work starts.

The POA also pays for contract patrols by the Precinct 5 constable, and its memos ask residents to report vandalism to the deputies. On the fence side, a side gate that latches firmly and a run with no loose boards keep the backyard closed off between patrols.

Fleetwood is inside Houston city limits; the POA’s own security memo sends street parking complaints to HPD. Under the city’s fence rules, most wood and metal fences here need the POA’s sign-off but no building permit, unless they top 8 feet or use masonry or concrete.

Do Fleetwood and Fleetwood West have the same fence rules?

No. Each has its own property owners association and deed restrictions. Check with the one that covers your home before you choose height, material or color.

My side fence is shared with the patio home next door. Who pays?

That’s between you and your neighbor, but we make it easy: one quote with the shared run broken out, or separate invoices for each of you. Our property line fence page covers the usual arrangements.

Can you put a gate on the alley side?

Yes. We set the gate post deeper than the line posts based on gate size and soil, and we can hang a single walk gate or a wider double gate.
